Only 7 people have her level of input in The Who and her background is the same as the nation the virus started in. Why is she always so behind then? Let's assume there is no conspiracy regardless of her High Level Position within the WHO. Oh yes, Teresa Tam is one of only 7 people on the WHO's Oversight Committee For Health Emergencies.
