40 years ago, the national Task Force on Canadian Unity set up by the federal government (also called the Pepin-Robarts Commission) recommended proportional rep...resentation. They called our winner-take-all voting system "corrosive" to Canadian unity, producing a sense of "alienation and exclusion from power" among voters. Those problems remain - and in many ways have become worse.
