RETRACTION REQUIRED MS. GUERRA Ms. Guerra With reference to your allegations against the KEEP THE RCMP IN SURREY CAMPAIGN, I would like to answer you as follows:... The time that KTRIS arrived at your home to deliver two lawn signs, we were delivering to the person who lived there, in good faith, from a telephone caller who left a message and an address (evidently yours) for delivery for two signs as soon as possible and to collect a donation that would be waiting. At that stage we were making up to 30 deliveries per day around Surrey and we were trying to expedite requests for signs as soon as possible. The delivery ladies arrived at the given address and one went up to the house to make contact and deliver the signs. She was rudely dismissed by an older man who angrily stated that he did not support our campaign and he did not want any lawn signs. The lady immediately turned around and left taking the signs with her. We did NOT know we had been sent to your address until the RCMP came to my home investigating your claims of harassment and they finally requested us not to speak about the incident - which request we have diligently observed. It is thus our belief that some SSC supporters of yours set us up to go to your home assuming that you would call the RCMP and claim harassment against us. (My phone number has been shown on all signs delivered to date and therefore was easily found, and would have been easily used). This was definitely not done intentionally by us, and neither do we believe that you had any hand in it either. At no time at all did these ladies, much older than you, ever argue with or threaten anyone at your home, so we do not understand your claims to be afraid for your safety. We trust that we have answered the unwarranted statements made by you against us during the council meeting of Nov 9. We therefore request that you make a revised public statement at the meeting on Nov 23, and retract your allegations against us in this matter. We have never, nor will we ever, do anything or threaten anyone with any bodily harm who disagrees with our campaign. We do not need a response to this email - the only response we require is your retraction as requested above. If you decide not to do this, please let us know which will cause us to review our further public options. THIS IS LETTER WAS SENT TO THE MAYOR AND HIS 4 COUNCILLORS BY A CONCERNED CITIZEN. I know it's usually futile to try and talk facts and analysis to people who are enjoying a sense of moral superiority in their ignorance, but thought I would try. 1. Majority of citizens did NOT vote for your platform - your group had 45,000, there were 58,000 citizens who voted against your platform ( split vote or not )... 2. When you voted in Nov. 2018 it was on an IDEA with no substance. The mayor handed you an empty box, you then agreed to spending millions not knowing what the contents would be. 3. Thankfully we have some Councillors who used their brains and saw through this blind process. 4. You undemocratically rushed a basic budget through, not knowing what the TOTAL costs would be and still don't. Right now, the proposed Police & Transition budget to 2024 s $1,013.8 billion to give us less officers for more money. 5. A Citizens Consultation Survey was done with the results kept hidden until Christmas Eve ( of all days ), showing the majority of citizens did NOT want a new police force 6. First item in the box was ONLY a 151 page very flawed transition report, done by DCC Steve Rai of Vancouver PD with assistance from Bob Rolls, Nahanni Pollard and Curt Griffiths ( not by Curt alone Councillor Guerra ) and Wally Oppel. The guidelines to setup a WHOLE new police department. RIDICOLOUS, it takes more than that to start a small business. 7. Report was sent to Wally Oppal's Committee, who perused it in a just a few days, adding a 150 more pages, before sending to BC govt with lots of assumptions. 8. BC govt returned a 455-page report with a lot of redactions, still not complete and again NO total cost. 9. Next a Police Board was installed, picked by BC govt and McCallum via Bob Rolls who was on the selection committee ( wasn't that convenient ) 2 of these members do not even live in Surrey neither does the Executive Director, it also has McCallum as chair in a conflict-of-interest position especially as far as the budget. 10. Then came the posting for a Police Chief with only 2 weeks closing date, which is again ridiculous for such a position. 11. You may think your off the hook, far from it. As much as McCallum may keep saying this is a done deal. It's NOT 12. To the councillors who continue to support this process, you are showing you are NOT a benefit to the OUR City and the Citizens In conclusion, no level of government or Police Force can govern or police a community without the clear consent of its citizens FYI the vast majority of the people in Surrey, have not and will not consent to any change in Police services in our community without an , inclusive consultation process of all stakeholders along with a presentation of a clear transition plan with costs and final assent or otherwise of the electorate through the ballot box !,'' Regards Hilary Thomas A Concerned Citizen

POLICE CHIEF ANNOUNCEMENT? Dear Surrey Police Board It has come to our attention that there is a rumour circulating that Mr. McCallum is pressuring your board to announce the Surrey police chief elect tomorrow Nov 12. It is our belief if this is so, that this is a typical case of distraction politics by Mr. McCallum in his conflict-of-interest role as mayor, to deflect attention away from the proposed 2021 Surrey City Budget that he is due to publicly publish on Friday Nov 13... - a tactic he has used many times before. This is going to be one of the most controversial budgets in Surrey's history due to the money that has been, and is still being spent on the transition to the very much unwanted Surrey Police Service which you are facilitating and overseeing, and how he has diverted funds from everywhere else in Surrey to pay for it. The Mayor should have stopped the transition in its tracks for perhaps a year (as we have a very competent police force here and safety in the community would not have been compromised by this action), and attended to the Covid pandemic crisis. However, he chose not to and decided to forge ahead at all speed to the detriment and non-support of Surrey's seniors, the homeless, the vulnerable, the out-of-work, the disadvantaged and taxpayers in general. We, the KEEP THE RCMP IN SURREY CAMPAIGN, urge you, the Surrey Police Board, that if this rumour is correct, and even if it is not, to please delay this announcement until at least after the December 21 Surrey City Council Meeting when the final adoption of the 2021 budget bylaws is scheduled to be voted on. Please do not acquiesce to your chair's underhanded bullying tactics. Mr. McCallum is the most unpopular and hated mayor in Surrey's history, and anything that your board does to support his mayoral agenda in any way shape or form to hurry this process along will be seen by the approximately 100,000 Surrey citizens who we represent, as well as the rest of Surrey, as you being puppets of Mr. McCallum. If they start downsizing the RCMP before the SPS is ready to take up the slack, they are inviting gangs and gun crimes into Surrey like never before.
