Thanking our Kingston Police Community Volunteers during National Volunteer Week Release Date: April 19, 2021 This year’s theme for National Volunteer Week (NVW) 2021 is The Value of One, The Power of Many.... As the Kingston Police recognize the collective efforts of volunteers, we reflect on the multitude of actions taken locally to help people within our community and neighbourhoods become better prepared to respond to unexpected events, such as this past year’s pandemic, and better positioned for a more sustainable future. Kingston Police wishes to specifically recognize the continuing altruistic efforts of the Kingston Police Community Volunteers (KPCV). This May marks a major milestone for the KPCV. They will have been serving the Kingston community for 25 years. Over those 25 years the KPCV have grown from 20 members to 70 volunteers. Prior to the pandemic the KPCV averaged 6,000-7,000 hours per year of volunteering within the community. A usual year, pre-pandemic, would also see the KPCV attending over 100 special events in the Kingston area as well as conducting general eyes and ears patrols throughout the community. The KPCV is on call 24/7 to respond to city wide emergencies and have attended to assist with such memorable events as the ice storm in 1998 and the widespread power outage in 2003. They have also assisted in high profile missing person searches, most notably the search for Patty Ann Killingbeck which spanned over five years. The KPCV have been incredibly involved with community service events including the Special Olympics, Ride for Dad, Police Memorial runs and many other charitable walks and runs throughout the city where they have provided safe passage for the participants. Kingston Police is extremely proud of the accomplishments of the KPCV over this past quarter century and, during this week especially, wish to express their sincere gratitude for the selflessness and dedication that the organization has brought to our community. Our volunteers, which also include the incredibly talented Kingston Police Pipe Band, are an indispensable resource and it is important that they receive the recognition they so undoubtedly deserve. Kingston Police respond to new COVID-19 restrictions On April 16, 2021, the Government of Ontario announced new restrictions, including a two-week extension of the current province-wide stay-at-home order, in order to stop the rapid growth of COVID-19 case rates. It also announced enhanced enforcement measures for police officers under the Emergency Management and Civil Protection Act (EMCPA), to restrict mobility in order to stop the spread of COVID-19. The Kingston Police... will review the new regulations once released by the government, to determine the most appropriate response for those not in compliance. However, at this time, our current enforcement response will remain the same both complaint driven or proactive, with the goal of gaining compliance. Those who refuse to comply will receive the appropriate penalty. Chief of Police Antje McNeely remarks, Members of the Kingston Police will not be conducting random vehicle or pedestrian stops. We will continue with traffic enforcement, engaging with members of the public and responding to calls for service, to keep our community safe. We will continue to do so in a fair and equitable manner. It is important to reiterate that everyone in our community has a role to play in stopping the spread and transmission of COVID-19, and that includes staying at home unless for essential reasons, and practicing public health guidelines. As always, we will be working collaboratively with the City of Kingston and KFL&A Public Health in response to the ever-changing nature of this pandemic. Police warn the public about recent uptick in job offer related scams Release Date: April 16, 2021 Kingston Police has seen an increase in scams where suspects are pretending to offer job opportunities and then tricking victims into sending their money to scammers or using these victims as money mules. There are several variations of these types of scams. ... Scammers will often try to recruit you with a job offer through: unsolicited email or text message online classified ads job posting websites such as Indeed The job that is offered may be called a customer service representative, a "financial agent", or a "client manager". When you answer the offer, the scammers may hire you as a payment processor for the suspect company or business. Your job is to receive payments from the company's clients. You'll receive e-transfers or wire transfers into your bank account. The scammers then ask if you have a Bitcoin balance and direct you to send money through Bitcoin to a company representative. The money received is either from compromised accounts or other fraud victims. The scam has unsuspectingly made you a money mule. You could be committing an offence and subsequently charged for money laundering. The victim is often asked for identity and bank account information so beware of unsolicited calls or emails where you are asked for personal information such as: your name your address your birthdate your Social Insurance Number your credit card or banking information Police agencies and the Canadian Anti-Fraud Centre are seeing more victims sending money through cryptocurrencies such as Bitcoin, Litecoin, Etherum and others. From blackmail attempts received through email to telephone extortion campaigns, people of all ages, including the elderly, are being victimized. Male arrested for being in possession of drugs and a break-in instrument Release Date: April 16, 2021 21-12966 On April 15, 2021 at approximately 11:40 p.m. police, while on general patrol, observed the male accused riding his bicycle near the 100 block of King Street in downtown Kingston. The officers observed the accused commit multiple Highway Traffic Act violations while riding his bicycle and initiated a traffic stop on West Street. ... Further investigation revealed that the accused was breaching court imposed conditions and at approximately 11:44 p.m. he was arrested. A subsequent search of the accused revealed that he was in possession of a lock pick gun, a break-in instrument utilized in entering locked doors of businesses and residences. Police also located a quantity of a substance suspected to be crystal methamphetamine. The accused was subsequently transported to police headquarters where he was held to attend a bail hearing the following day. Jesse DOMANSKI a 30-year-old local man was charged with possession of a break-in instrument, unlawful possession of a Schedule 1 substance, fail to comply with undertaking and two counts of breach of probation.

Police warn of cybercriminals using PDF files as a new phishing lure Release Date: April 22, 2021 Cybercriminals have a new favorite phishing lure: PDF files. A PDF is a standard file type that presents text and images in their original format regardless of which program you use to open the file. Unfortunately, this makes the use of PDFs a great way for cybercriminals to get creative and trick victims into clicking on malicious links. ... One common tactic for phishing with PDF files is to include an image that looks like something that you should interact with. The PDF may include a fake captcha image with the I am not a robot checkbox. Or the PDF may include an image of a paused video with a play button over the display. If you try to click the captcha checkbox or play the phony video, you’ll actually be clicking a link to a malicious website. Don’t fall for these tricks! Remember the following tips: Never click or download an attachment in an email that you were not expecting. Remember that cybercriminals can use more than just links within emails to phish for your information. Always think before you click! If you receive a suspicious email at your workplace, be sure to contact your IT department or follow the specific procedure for your organization. Stop, look, and think. Don't be fooled by the scammers.

Police seeking public’s assistance in identifying two west end break and enter suspects Release Date: April 22, 2021 21-12185 In the early morning hours of April 10, 2021 two male suspects attended a business located in Kingston’s west end. Both suspects were captured on security video pacing around the business and one of the suspects appeared to be carrying what appeared to be a battering ram.... The suspects then attended the front of the store and one of the suspects proceeded to use the ram to smash out one of the front windows. Once the window had been broken the suspect reached in and after several seconds of struggling to free a bicycle that had been on a rack managed to pull it out through the window. Both suspects then fled the scene with the stolen bicycle. Police responded and observed that significant damage had been incurred to the front window of the business. The thieves made off with a black/charcoal coloured Fluid FS3 L29 mountain bike. Suspect 1 is described as slim to medium build and was wearing dark shoes, light coloured pants, and a dark hoodie with a fleur-de-lis symbol across the chest with quebec spelled underneath it. The suspect was wearing a dark coloured hat and had a dark mask covering his face. Suspect 2 is described as slim to medium build and was wearing white running shoes and a grey or light coloured zip up hoodie with CANADA spelled out across the chest in white. This hoodie also had a patch on the left side upper arm area. The suspect was also wearing a gas mask style face covering which appeared to have an air filter in front of the mouth area. Police warn public about current tax credit scams Release Date: April 13, 2021 With tax season upon us, Canadian consumers and businesses need to be on the lookout for false, deceptive and misleading marketing tied to various tax incentives and credits being offered by third-party services.... Kingston Police has learned of an ongoing telephone campaign that claims to offer a rebate for the Ontario Carbon Tax Credit. Recent reporting to the Canadian Anti-Fraud Centre (CAFC) has identified that consumers are receiving calls asking for their personal and financial information so that the Ontario Carbon Tax Credit can be deposited into their account. In some cases, consumers are also being solicited to sign up for home warranty and protection services. Warning Signs: Calls offering government related tax benefits. Wanted male charged after resisting arrest and being in possession of a prohibited weapon Release Date: April 13, 2021 21-12539 On April 12, 2021 at approximately 7:07 p.m. police had attended an address on Albert Street in regard to an unrelated matter when they observed the male accused walking out from behind the residential units at this location. Officers immediately recognized the accused and were aware that he was currently wanted on an outstanding warrant. ... At approximately 7:09 p.m. officers advised the accused that he was under arrest at which time he attempted to evade their efforts at taking him into custody by blocking them with his bicycle. Police attempted to restrain the accused however he actively resisted arrest. After a brief struggle the accused was handcuffed and taken into custody. Police, upon searching the accused, located a prohibited knife in his possession that could be opened using centrifugal force. The accused was subsequently transported to police headquarters where he was held to attend a bail hearing the following day. A 42-year-old local man was charged with resist a peace officer and unlicenced person in possession of a prohibited weapon.

Male arrested after causing a motor vehicle collision while impaired by drugs Release Date: April 12, 2021 21-12086 On April 9, 2021 at approximately 2:15 p.m. police took numerous 911 calls in regards to an erratic driver who was operating a motor vehicle east bound on Bath Road in Kingston’s west end. The vehicle was observed by witnesses swerving back and forth from the shoulder of the roadway into the two eastbound lanes. ... The male accused, who continued to drive erratically, proceeded to collide with another vehicle just west of the intersection of Bath Road and Armstrong Road. Police responded immediately and discovered that the driver of the vehicle that had been struck in the collision had sustained minor injuries and as a result was transported to Kingston General Hospital to be assessed. The officer who spoke with the erratic driver made observations that the accused was impaired. The accused was arrested at approximately 3:30 p.m. and brought to a Drug Recognition Expert (DRE) Officer at police headquarters. At the conclusion of the tests it was determined the accused was impaired by drug. A 31-year-old local man was charged with operation of a conveyance while impaired by drug. The accused was later released on conditions with a future court date. His driver’s licence is automatically suspended for 90 days and would face a one year suspension if convicted. The vehicle was seized and impounded for seven days, with the accused being responsible for all fees and fines. Male arrested on robbery and aggravated assault charges following stabbing incident Release Date: February 12, 2021 21-4859 On February 11, 2021 at approximately 6:50 p.m. the male victim and his girlfriend attended the rear parking lot of an apartment building located in Kingston’s north end for a prearranged transactional exchange. The accused exited the apartment building and entered the victim’s vehicle, sitting in the rear driver’s side seat. Upon completing the transact...ion the accused suddenly pulled a knife and demanded his money back before stabbing the victim in the face. The victim was then punched repeatedly by the accused and when his girlfriend attempted to intervene she too was punched in the face. The accused then fled from the vehicle on foot. The victim sustained non-life threatening injuries as a result of the attack. Police responded and, after a comprehensive investigation, located the accused inside one of the units of the apartment building at the address where the incident occurred. At approximately 8:20 p.m. the accused was arrested and further investigation revealed that he was also contravening multiple conditions of a court imposed release order. The accused was subsequently transported to police headquarters where he was held to attend a bail hearing the following day. Noah WHITE an 18-year-old Windsor man was charged with aggravated assault, assault, two counts of robbery with an offensive weapon, and two counts of failing to comply with a release order.

Recognizing romance scams Release Date: February 11, 2021 Throughout the Covid-19 pandemic, Kingston Police and the Canadian Anti-Fraud Centre have seen an increase in online scams that target individuals in isolation due to the lock downs and travel restrictions. This includes fraudsters targeting people looking for companionship or love through dating sites and social media.... With Valentine’s Day just around the corner, Kingstonians should be on the lookout for Romance Scams. In 2020 alone, Canadians lost more than $18.5 million to this scam. In Romance Scams, fraudsters will gain the trust of the victim by carrying on a relationship over a period of time. This can include displays of affection, such as, sending gifts, flowers and tokens to prove that their feelings are genuine. In many cases, the fraudster will claim to be professional business people or military personnel that are travelling or stationed abroad. Once trust is gained, fraudsters will begin to ask for financial assistance for reasons like urgent situations (e.g. a sick family member or to complete a business transaction) or to return to the country (e.g. plane ticket, lawyer fees, or duty & taxes). Warning Signs Attempts to meet in person never happen, there’s always an excuse why they can’t meet. Fraudsters want to develop a quick relationship with you. Be suspicious when someone you haven’t met professes their love to you. Be cautious of an individual that claims to live close to you but is working overseas. This is a set up for the fraudster to provide you with many reasons to ask for money. If you are asked to accept a payment from someone you’ve met online and send a part of the funds back to them or someone else - don’t do it! A growing trend being noticed is the fraudster asking you to invest in a new business venture or cryptocurrency. How to protect yourself Never, under any circumstances, send money to someone you’ve never met. Protect your personal and financial information. Do not share personal or financial information with anyone you’ve only met online. Never send intimate photos or videos of yourself. They could be used to blackmail you. Do a reverse image search of any photos you are sent to see if they have been taken from a stock photo site or someone else’s online profile. Do not travel to another country to meet someone for the first time. This is often a setup to get you to partake in criminal activities with risks of injury, arrest or even death. Four arrested and charged after Kingston’s largest seizure of the deadly drug carfentanil Release Date: February 11, 2021 21-4711/21-4347 In late January 2021, members of the Kingston Police Street Crime Unit began an investigation into drug trafficking and illegal weapons possession in the Rideau Heights neighbourhood in Kingston’s north end. Two properties were identified in this investigation, both of which were in close proximity to two elementary schools. ... On February 10, 2021 officers obtained two Controlled Drugs and Substances Act search warrants as well as a Criminal Code search warrant for these two addresses and an involved vehicle. Kingston Police Street Crime Unit members, along with the assistance of the Drug Enforcement Unit and the Emergency Response Unit, executed these search warrants on February 10, 2021. Both named people in the warrants were located inside the residence identified as the primary location for the drug trafficking activity. Additionally, two small children were located inside the home at the time of warrant execution. These children were located within feet of a bag of illegal drugs that included both fentanyl, and the more lethal drug, carfentanil. The arrested parties at this location were charged with five drug trafficking related charges, as well as possession of proceeds of crime. One additional charge was laid on one of the parties in relation to a prohibited weapon found inside the residence. At the second location, which was believed to be a ‘stash house’, two more parties were located and arrested with a quantity of fentanyl. These parties were charged with possession of a schedule I substance (fentanyl). The following items were seized in relation to the execution of the three warrants: various quantities of fentanyl, carfentanil, cocaine, crystal methamphetamine, Xanax pills, codeine pills, $7045.00 in Canadian currency, drug packaging, six replica firearms and one prohibited weapon. The street value of the drugs seized was approximately $30,000. This is believed to be Kingston Police’s largest seizure of carfentanil. Carfentanil is 100 times more potent than fentanyl, and it is believed that the carfentanil was being used to make the fentanyl more potent therefore making it even more lethal.

Male arrested and charged after assaulting his girlfriend and damaging her property Release Date: February 10, 2021 21-4679 On February 10, 2021 at approximately 3:05 a.m. an argument ensued between the male accused and his girlfriend, the female victim at her downtown Kingston residence. The male had caused mischief to the victim’s residence during the confrontation and proceeded to urinate on her stairway and then punched a hole in one of her doors. He then began to throw i...tems around the house and, before attempting to leave the residence, struck her in the face. Police responded and located the accused attempting to flee through the back door of the residence. Upon observing police he ran back inside the home and was located shortly after attempting to hide in an upstairs bedroom. The accused was subsequently arrested and transported to police headquarters where he was later released on conditions with a future court date. A 29-year-old local man was charged with assault and mischief under $5000. *** No one has the right to abuse another person. Beware it could be a phishing attack when you are asked Is this a video of you Release Date: December 31, 2020 It’s no secret that cybercriminals love social media. Scammers use platforms like Facebook and Instagram to impersonate your real friends and followers. Using this disguise, the scammers try to trick you into sharing sensitive information.... Here’s a common scam that is regaining popularity: You receive a message from a friend or follower asking Is this a video of you? The message includes a screenshot of a blacked-out or blurry video. If you click to watch the video, you will be taken to a social media look-a-like login page that is designed to steal your account credentials. If you enter your credentials here, the information will be sent directly to the scammers and they’ll be able to use your social media account to scam anyone on your friends list. Keep you and your friends safe by following these tips: The simple message used in this scam sparks feelings of curiosity, concern, and urgency. Don’t let the scammers toy with your emotions. Think before you click! Be cautious of messages that are off-topic, unusual, or outlandish. Especially if the message includes a link. Keep your social media accounts private and only accept friend or follow requests from people that you know and trust. Stop, look, and think. Don't be fooled by the scammers.

Police warn the community about scammers pretending to be Hydro One representatives Release Date: February 10, 2021 Of late, scammers purporting to be representatives of Hydro One in the Kingston area have been calling members of the public requesting that they make a payment for overdue or delinquent accounts. The scammers further threaten to cut off their hydro services if victims choose not to pay. ... The scammers ask the victims to make this payment in Bitcoin or by using gift cards. In one recent scam, being investigated by the Kingston Police Fraud Unit, scammers, posing as representatives from Hydro One, were able to fraudulently coerce the victim into paying $5000. This scam appears to be cyclical with the scammers targeting Kingston every few months before moving on to a different community not dissimilar to the Canadian Revenue Agency phone scams that target our community on a nearly bimonthly basis. Police are reminding the public that reputable companies like Hydro One would never ask for a payment to be made with Bitcoin or gift cards. Scammers are often able to spoof phone numbers so that the incoming call appears to come from a legitimate business or local area code. Police ask that members of the community inform family and friends about these ongoing phone scams. If you question whether the call is legitimate trust your instincts and hang up. You can then visit the company’s website to obtain current contact information and reach out to their customer service department with any questions or concerns and to verify the validity of the call that you received. You can also contact Kingston Police with questions or concerns if you receive such calls. Male located and arrested by Canine Unit after multiple thefts in Kingston’s west end Release Date: December 31, 2020 20-48361 On December 31, 2020 at approximately 7:10 a.m. a resident of a west end neighbourhood discovered that the door to his detached garage was open and he could hear someone inside. The resident entered the garage and observed the male accused holding some of his belongings and further observed that various items including tools that had previously been k...ept in the garage were now, inexplicably, piled along his fence line. The resident attempted to prevent the accused from leaving while his partner contacted police however an altercation ensued and the accused was able to flee from the scene. The resident observed that his neighbour’s garage was also open with tools and a generator, which had been kept in the garage, now piled outside as well. Kingston Police responded to the scene as the resident pursued the accused through the neighbourhood. Upon police arrival, in the area of Lakeview Avenue and Hyde Street, the resident indicated that he believed that the accused was hiding in a back yard or in someone’s garage. Officer Jeff Dickson and his Canine Unit partner were dispatched to the scene and began to track the movements of the accused. Shortly after the track had been initiated the accused was discovered by the Canine Unit hiding in the rear yard of a home on Hyde Street behind a children’s pool and some garbage bins. At approximately 8:15 a.m. the accused was arrested and taken into custody. A search of the male incident to his arrest revealed that he had stolen photo identification, a cheque, and a credit card in his possession belonging to four separate individuals. Upon searching the pockets of his pants police also discovered a small baggy containing a black granular substance suspected to be heroin. The accused was subsequently transported to police headquarters where he was held to attend a future bail hearing. A 26-year-old local man was charged with two counts of theft under $5000, five counts of possession under $5000 and unlawful possession of a schedule 1 substance.

Female arrested after assaulting her mother and breaking windows at her home Release Date: December 29, 2020 20-47549 On December 23, 2020 at approximately 2:30 p.m. the female accused attended the residence of her mother, the female victim, in downtown Kingston. The victim heard a loud noise coming from the rear of her residence and attended to find that a stone had been thrown through the window pane of a glass door. She observed the accused, who was acting in a distraught... manner and screaming incoherently, walking around the residence to the front yard. The victim exited the residence to speak with her at which time the accused picked up a stone and threw it at the victim striking her in the torso. The victim retreated inside of the residence at which time the accused threw another rock through the front door window. The accused then fled the scene. Police responded and attempted to locate the accused with negative results. On December 27, 2020 at approximately 4:20 p.m. police received information that the accused had again attended the victim’s residence. Police responded and located the accused nearby. She attempted to provide officers with a false identity however they recognized her from numerous previous dealings. The accused was subsequently arrested and then transported to police headquarters where she was held to attend a bail hearing at a later date. A 33-year-old local woman was charged with assault with a weapon and mischief under $5000.

Upon interacting with the cashier, when the opportunity arose, the female suspect proceeded to steal a box sitting at the cash area containing monetary donations in support of the Royal Canadian Legion’s Poppy Campaign. These donati...on boxes, set up yearly in stores across Canada, help to support veterans and their families. The female suspect was Caucasian, with a slim to medium build and was wearing a dark coloured hoodie or hooded jacket and a mask. She was wearing distinctive white footwear with either dark coloured laces or a dark coloured upper portion of the shoe. Man arrested after assaulting an officer and fleeing from police Release Date: December 29, 2020 20-48085 On December 28, 2020 at approximately 4:40 p.m. police were on general patrol travelling northbound on Gardiners Road near Princess Street when they observed the male accused, also travelling northbound in a motor vehicle, proceed to commit a Highway Traffic Act violation. Police initiated a traffic stop and pulled the vehicle over on Norris Court.... Further investigation by police revealed that there were grounds to arrest the accused stemming from a previous incident that had occurred earlier in December. Police advised the accused, who was standing outside of his vehicle, that he was under arrest as a result of these outstanding charges at which time he pulled away from the officer and attempted to jump back into his car, which was still running. Police attempted to gain control of the accused at which time he assaulted the officer. He then sped away at a high rate of speed. Police, with emergency lights activated, attempted to pull the vehicle over for a second time however the accused failed to stop. At approximately 9:30 p.m. police again observed the accused operating a motor vehicle in Kingston’s north end. Police activated their emergency lights and sirens in an attempt to pull over the vehicle however the accused once again sped away from police before finally pulling into a driveway on Drennan Street and fleeing inside the home at this address. Police made numerous attempts to speak with the accused to no avail therefore at approximately 1:30 a.m. on December 29, 2020, after securing a warrant, police entered the residence and took the male into custody without incident. He was then transported to police headquarters where he was held to attend a bail hearing. A 45-year-old local man was charged with assault with the intent to resist arrest, resist a peace officer, failing to stop for police, escape lawful custody of a peace officer and dangerous operation of a conveyance.

Young Drivers Charged in West-End Fatal Collision Release Date: November 12, 2020 20-39657 ... Following a detailed investigation Kingston Police detectives have arrested and charged two local youths in relation to the fatal collision on Bayridge Drive near Henderson Place neighbourhood on October 21, 2020. As a result of the investigation, including the use of forensic identification and collision reconstruction officers, it was determined the two vehicles involved were travelling southbound at high speeds on Bayridge Drive when they both lost control and left the roadway between Acadia Drive and Roosevelt Drive. Of the nine occupants in the two vehicles, all under the age of 18, four were seriously hurt and 16-year-old Scott Legg was killed. Some of the passengers were not wearing their seatbelts during the collision and as a result these individuals received more serious injuries. On November 11 and 12 the two young drivers, both 17 years of age, attended Kingston Police headquarters where they were arrested, charged and later released with a first appearance court date. They both face criminal offences of: Dangerous operation of a conveyance causing death Criminal negligence causing death Dangerous operation of a conveyance causing bodily harm 4 counts Criminal negligence causing bodily harm 4 counts While charges have been laid the investigation is ongoing. This year, unlike any year before it, has spelled the end to what Kingstonians perceive as normal due to Ontario being in the midst of the current COVID-19 pandemic. ... This year Kingston Police is working with the City of Kingston, Queens University, KFL&A Public Health and other Community Partners to help ensure the safety of our community and its citizens this weekend. Kingston Police has scheduled an additional contingent of officers to work throughout the weekend to ensure frontline patrol can adequately respond to their regular calls for service throughout the city. Our priority is the safety of our community during this pandemic and significant enforcement tools have been provided by the province to ensure that members of the public are abiding by current rules and restrictions. As the public is now well aware there are limits to the number of individuals that can gather both inside and in outdoor spaces. No more than 10 people can gather inside a residence and no more than 25 can gather outdoors. A minimum fine of $10,000 can be issued under the ROA (Reopening Ontario Act) to any host or organizer of a gathering that exceeds the specified numbers of individuals permitted. Additionally, under the ROA, guests and participants at locations that are found to be in contravention of the act can be issued a fine of $880. Anyone participating in activities contravening the current regulations should expect substantial penalties as a consequence of poor choices and behaviour. Aside from provincial emergency orders Kingston Police will also continue to enforce liquor licence violations and nuisance party and noise bylaws, with penalties ranging from $100 up to $2,000. Amazing day for Shop With a Cop! We had 20+ officers, Kingston Fire & Rescue members, and even some spouses attend. While due to pandemic restrictions we couldn...’t have the children attend with us this year, we didn’t want to spoil what we hope are happier holidays by being able to shop for over 40 children. We reached out to the local schools to find some worthy applicants and a shopping list for their families (and a little something for themselves) was created ahead of time. With generous private donations, assistance from our own Kingston Police Association, and contributions from the Cataraqui Centre, its various stores, and Starbucks and Indigo, we were able to spend $200 on each child, plus a book for themselves and every one of their family members! We will be wrapping and delivering the gifts later on. Thanks to Cst. Jen Knott (wearing the reindeer antlers) for organizing the day and to Constables Sue Carr, Sarah Groenewegen, and Judy Closset for greatly assisting. Kingston Police proud to support the sixth annual Shop with a Cop event Release Date: November 20, 2020 On November 23, 2020 Kingston Police will be holding the sixth annual Shop with a Cop event in Kingston. This program was developed locally by Kingston Police officers, but is also run by major police services across Canada. ... In previous years this event has connected local students and police officers for a shopping experience at the Cataraqui Centre. Prior to the event, students are either nominated or make a submission to be selected for the Shop with a Cop program. This year, due to the COVID-19 pandemic and safety concerns surrounding the spread of the virus, the decision was made to have police officers do the shopping for the 40 students from grade seven and eight who were selected for the program and have already provided their Christmas shopping lists to police. Prior to this year selected participants have been picked up from school by a uniform police officer on the morning of the event. They have then been transported to the Cataraqui Centre in a police vehicle where they have had breakfast with Kingston Police officers and then have spent a few hours shopping at the mall for family members and themselves. Students who have been chosen based on their submissions and nominations from the community are being provided a $200 gift card for the Cataraqui Centre, who have generously supported this program since its inception. In addition to the generous donations of gift cards from the Cataraqui Centre the Princess Street Loblaws is also supplying a delicious Christmas dinner for the participants. This event has always provided an opportunity for youth and police officers to connect in a positive way and to foster new relationships within the community. Although police will be shopping this year without their student companions Kingston Police is proud to support such a meaningful program and help to ring in the holiday spirit!

Police warning community about scammers prepping for Amazon Prime Day scams Release Date: October 14, 2020 Once a year, Amazon, the world's largest online retailer, hosts a massive sales event called Prime Day. Usually set in July, the highly awaited two-day event was postponed until October 13th and 14th this year. While you get ready to shop Prime Day deals, the scammers are getting ready to scam you any way they can.... Kingston Police is advising that throughout the country there has been a large spike in phony websites using the Amazon brand. One example uses the URL www.amazoncustomersupport[.]net. The page is an Amazon look-alike site that claims to help with refunds and order cancellations. All you have to do is provide your order number and credit card information, or so they say. In reality, anything you enter on this page is delivered directly to the scammers who are then able to use your personal information. Follow these tips to safely shop the Prime Day event: Go directly to Amazon.com to shop. This is the only way to be sure that you are shopping on the real Amazon. Never trust a link in an email that you were not expecting. The scammers will be sending sneaky phishing emails that direct you to these phony Amazon pages. Look for anything out of the ordinary. For example, Amazon will never ask you to re-enter saved payment information. Stop, look, and think. Don't be fooled by the scammers.

Male unhappy with living conditions arrested after threatening to burn down apartment Release Date: October 14, 2020 20-38547 On October 13, 2020 the male accused contacted the complainant and indicated that he planned to burn down his downtown Kingston apartment building due to an ongoing alleged insect infestation. ... Police responded and attended to speak with the accused who was apologetic and indicated that he was simply venting due to the ongoing issues that he was having with his landlord and unsatisfactory living conditions. Shortly after, as police were continuing their investigation, they were contacted by a neighbour who indicated that the accused had just had a can of gas delivered to his apartment. At approximately 4:50 p.m. police arrested the accused and seized the gas can as evidence. The accused was transported to police headquarters where he was held to attend a bail hearing the following day. A 53-year-old local man was charged with uttering threats to cause property damage.

Police warn that infamous July Twitter hack inspires new phishing attacks Release Date: October 13, 2020 This past July, Twitter fell victim to an infamous social engineering attack. The attack gave hackers control of over one hundred high-profile accounts, from politicians to celebrities. The hackers used these accounts to scam Twitter followers out of money. Now, cybercriminals are using this event as bait for a convincing phishing scam.... Kingston Police is warning that the phishing email uses text that is very similar to the official statement that Twitter made in response to the July attack. The email claims that due to a security breach, you must confirm your identity by clicking on a link in the email. If you click the link, you are redirected to a site that looks very similar to the real Twitter login page. The site is actually a look-alike designed to steal your login credentials. Any information that you enter on this page is delivered straight to the scammers. Don’t be fooled. Follow these tips: Never click on a link within an email that you weren’t expecting. When you’re asked to log in to an account or online service, navigate to the official website and log in. That way, you can ensure you’re logging in to the real site and not a phony look-alike. Email security filters can only do so much to protect you from malicious emails. Stay alert and help create a human firewall for you or your organization's email inbox. Stop, look, and think. Don't be fooled by the scammers.

Police issue alert to parents in regards to recent staged fights involving teenagers Release Date: October 13, 2020 Kingston Police is issuing an alert to parents of secondary school aged teenagers in the area to be aware of staged fights that have been taking place throughout the community. ... These staged fights are organized via social media, mostly through the Snapchat app. The fights are openly organized for teens that simply want to fight someone else or often times can be in regards to disputes over a boyfriend or girlfriend. On other occasions these fights originate after an individual or group bullies an individual into becoming involved in an altercation. The fights are usually planned well in advance and advertised through social circles therefore at times there can be up to 40-50 individuals in attendance. Some of the fights begin as one on one consensual altercations however have been known to quickly escalate to involve multiple individuals attacking one sole victim. During these altercations, that generally occur after school hours or on weekends, some victims are even robbed of personal property following the fight. Many of these fights, if not all of them, are recorded on cell phone video by others in attendance and then posted on social media platforms. Although this is not a completely new phenomenon, the fights as of late appear to be predominantly occurring in Kingston’s west end and have even taken place at the mall and library. Police are concerned that one of the involved participants will be seriously injured in one of these confrontations and is asking for parents to sit down with their teens to discuss the consequences of being involved in these kinds of activities. Not only can one or more of the participants be charged with a provincial trespassing charge, depending on where the fight has taken place, but criminal charges of causing a disturbance by fighting and assault could also be applicable and warranted given the circumstances. Please have that one on one talk with your teen tonight.

Kingston Police introduces Bask our new Police Service Dog Release Date: October 9, 2020 This week Kingston Police, and the community as a whole, has mourned the unexpected passing of Police Service Dog Zeus, a longtime member of our Canine Unit. Kingston Police would like to make the announcement today that we have a new member who will be patrolling the streets of Kingston with handler Constable Jeff Dickson. ... Police Service Dog Bask, also known as K9-8, was born May 10, 2019 in Poland. He is a Dutch Shepherd and Belgium Malinois mix and received extensive training at Highland K9 in North Carolina. Constable Jeff Dickson spent four weeks training with Bask in the United States. Bask and Constable Dickson have since continued their training in Canada. Bask is trained in tracking, article searches, apprehension/handler protection, building searches, and drug detection. Although Zeus has left incredibly large paw prints to fill we are excited in welcoming this newest addition to our Kingston Police family and look forward to the continued success of the Canine Unit program.

YIPI Youth In Policing Initiative applications being accepted Release Date: October 8, 2020 Kingston Police, with funding made available through the Ministry of Children and Youth Services, is again offering part-time school-year employment through the Youth In Policing Initiative (YIPI).... The YIPI program is setup for youth 15-18 years of age who are attending school in the Kingston area. The goal is to give young people an opportunity to develop job skills while enhancing police and community relations. The school-year YIPI program session runs from November 2020 to June 2021. For 10 hours per week, the participants will work in various sections of the Kingston Police service, support community initiatives and learn valuable life and employment skills. YIPI participants will also have a working relationship with a number of valuable youth-serving organizations in Kingston. Male charged with numerous firearm related offences following traffic stop Release Date: October 8, 2020 20-37458 On October 8, 2020 at approximately 1:30 a.m. police were on general patrol travelling eastbound on Princess Street when they observed a car stopped at the intersection of Sydenham Road in Kingston’s west end. As the vehicle, being driven by the male accused, passed police observed that the rear window of the car was broken and it appeared to be in poor mechanical... condition. Police initiated a traffic stop on Old Mill Road and upon approaching the vehicle observed an assault style rifle in plain view on the back seat. Further investigation revealed that the accused did not possess a valid firearms licence and he was subsequently arrested. A search of the vehicle revealed that the accused was also in possession of break and enter tools. Police further located a second rifle in the vehicle. Police learned that the accused was also a suspended driver. The accused was transported to police headquarters where he was held to attend a bail hearing the following day. A 27-year-old local man was charged with two counts possess firearm other than restricted or prohibited firearm without holding a licence, two counts possess firearm other than restricted or prohibited firearm knowingly not holding a licence, two counts occupy motor vehicle with firearm, and possess break-in instrument. The accused was additionally charged with two counts of driving while under suspension.

Police requesting the public’s assistance in identifying suspect from downtown theft Release Date: October 7, 2020 20-36347 On September 28, 2020 at approximately 12:10 p.m. the male suspect attended a clothing store in the 200 block of Princess Street in downtown Kingston. An employee at the store observed the suspect looking around the store and asked if he required any assistance. The suspect replied that he did not require assistance and then proceeded to select a woman’s... jacket valued at nearly $150. He then attempted to stuff the jacket into a gym bag that he was carrying over his shoulder. The employee who had witnessed this asked the suspect if he would need to pay for the selected item to which he stated that he did not and then proceeded to leave the store without making any attempt to pay for the jacket. He was last seen walking eastbound down Princess Street. The suspect is described as being a Caucasian male, approximately 20 years old, 6’0, with a slim build and short hair. Police request assistance from the public in locating missing male teen Release Date: October 7, 2020 20-36981 Kingston Police is asking for the public’s assistance in locating missing teen Nickalie HAMILTON, 14 years of age. HAMILTON was last seen on October 2 leaving a north end Kingston residence and may still be in this area of the city.... HAMILTON is described as a Caucasian male, approximately 5'9", 160 lbs, with a stocky build, messy dirty blonde hair, and blue eyes. He was last seen wearing blue jeans, black running shoes, a teal winter coat, and was carrying a black back pack. Police seeking public’s assistance in locating a man and woman wanted for robbery Release Date: October 7, 2020 20-36137/20-37201 On September 27, 2020 an armed robbery took place in the 300 block of Montreal Street. The resulting police investigation resulted in an arrest warrant being issued for a 31 year old female Leslie Ann BROWN for one count of Robbery and several counts of weapons related offences.... On October 5, 2020 an armed robbery took place in the area of Rideau Street and Montreal Street. The resulting police investigation resulted in an arrest warrant being issued for 31 year old female Leslie Ann BROWN for one count of Robbery and several counts of weapons related offences. An additional arrest warrant was issued for BROWN’s co-accused in this robbery, 29 year old male, Jayme Shawn SYRING. Police have made extensive efforts to locate BROWN and SYRING but to date these efforts have achieved negative results. BROWN and SYRING should be considered dangerous.
