The federal government is asking for the public’s input on water priorities until March 1, 2021. Weekly until that deadline, we’ll be diving deeper into each of the recommendations found in our position paper, Five Things the Federal Government Must Do for Lake Winnipeg, jointly created by LWF and our partners at the Lake Winnipeg Indigenous Collective. This week’s focus: Increase enforcement of evidence-based policy and practices for freshwater health. The tributaries that ...flow into Lake Winnipeg cross multiple jurisdictions and Indigenous territories, creating a complex legislative and regulatory framework for water management and habitat protection. The federal government can play a leadership role by coordinating action and holding other governments accountable. Legislation and regulations are important tools that can protect threatened wetlands from further destruction, improve the health of waterways and fish habitats, and prevent the spread (or mitigate the effects) of aquatic invasive species like zebra mussels. However, to be effective, they must be evidence-based, strategically directed, adequately resourced, and consistently monitored and enforced. Under recommendation 4, we have identified roles for Environment and Climate Change Canada, Public Safety Canada, Fisheries and Oceans Canada, Impact Assessment Agency of Canada, Transport Canada and Canada Border Services Agency. We are advocating for three specific actions: promoting coordinated, well-monitored and evidence-based approaches to wetland protection across the Prairies; increasing enforcement of the recently renewed Fisheries Act, Impact Assessment Act and Navigation Protection Act; and developing and implementing an evidence-based process with provincial regulators to prevent the establishment and/or spread of aquatic invasive species in the Lake Winnipeg watershed. Update on Winnipeg sewage: Thanks to the ongoing advocacy efforts of concerned lake-lovers, interim phosphorus removal at the north end sewage treatment plant is one step closer to reality. This is an important step to protect Lake Winnipeg but concerns remain about timelines and compliance. And that’s a wrap on 2020! LWF is now on break for the holiday season. All staff will resume working remotely on Monday, Jan. 4, 2021. The COVID-19 pandemic created many new challenges; responding to those challenges required creativity, adaptation and a whole lot of flexibility! Update on Winnipeg sewage treatment: Today, LWF, IISD Experimental Lakes Area and the Lake Winnipeg Indigenous Collective released a joint statement in response to an updated plan by the North End Water Pollution Control Centre (NEWPCC) Project Steering Committee. In 2019, both governments committed to accelerate phosphorus reduction at the NEWPCC. We’re concerned that the upgrade plan released today still makes no firm commitments to reduce phosphorus before 2032. We have i...dentified two immediate opportunities to reduce phosphorus levels in the treatment plant’s effluent and we are reminding the governments of Winnipeg and Manitoba of their obligation to do so.
