Niagara Regional Police Service News 2020-12-10 9:56:19 AM NRPS RTOC Assists Officers with St. Catharines Stabbing Investigation On Thursday, December 10, 2020, at approximately 4:47am, 1 District (St. Catharines) uniform officers attended a residence in the area of Niagara Street and North Street, in the City of St. Catharines for a report of a stabbing.... The investigation revealed that a female suspect stabbed a 28 year old female victim as a result of an altercation. The victim sustained non-life threatening injuries and was transported to a local hospital by Niagara Emergency Medical Services paramedics. Members of the Niagara Regional Police Service (NRPS) Real Time Operations Centre (RTOC) were able to access closed circuit cameras in the area. They were able to observe a two suspects attempt to escape out a second floor window, and climb up to the roof where they hid. The RTOC provided the responding officers with the location information and a description of the suspects. Officers located and arrested the one of the suspects after they climbed back into the residence. After further investigation by the officers on scene the second person who had been hiding on the roof was not arrested. Tianna Lloyd (31 years old) of St. Catharines was arrested and charged with the offence of: Assault with a Weapon Lloyd was held in custody pending a bail hearing that is expected to take place on December 10, 2020 at the Robert S.K Welch Courthouse, located at 59 Church Street, in the City of St. Catharines. Niagara Regional Police Service News 2020-11-24 3:39:36 PM Credit Card Scam Warning Over the past few months, the Niagara Regional Police have seen an increase in fraudulent transactions involving credit cards. Given the concerns with COVID-19, many business transactions are being conducted by telephone or email preventing businesses from knowing their customers. Fraudsters are taking advantage of the situation and making purchases by credit card, without being physically pre...sent at a store. This is referred to as a ‘card not present transaction’. These frauds occur when a credit card is illegally obtained and a large order of merchandise is ordered by email or phone, without the cardholder being present. The card is later found to be fraudulent or stolen, however, this is usually after the order has been picked up or delivered, resulting in a financial loss or "charge back" to the business. This scam can impact any business which sells merchandise and is frequently done by first time customers. In many situations, the product is delivered to an address outside the Niagara Region. Businesses are reminded to confirm cheques, money orders, banks drafts prior to releasing any product. Tips to reduce card not present scams: Merchants Collect as much customer information as possible Verify the phone number, address and transaction information Examine priority shipment requests Validate orders from repeat customers that differ from the established pattern Question orders that are to be shipped out of province or a post office box Customers Regularly review your account statements If your credit card is lost/stolen, report it immediately Do not provide credit card information over the phone, if you did not initiate the phone call Ensure webpages are encrypted If you have been a victim of a scam and experienced a financial loss, please call the Niagara Regional Police Service at 905-688-4111 "dispatch", to report it. November 24, 2020 Electric vehicles deliver environmental boost and cost savings Electric vehicle parked... New City fleet investments aren’t just delivering savings for taxpayers, they are saving the environment. This fall the City purchased its first fully electric vehicles, three 2020 Chevrolet Bolt EVs. The purchase of the vehicles, which replace the trucks that were utilized by Municipal Works supervisors, comes as the City continues efforts to reduce its carbon footprint and contribute to the fight against climate change. Having declared a Climate Emergency, the City has committed to reducing its greenhouse gas emissions by 45 per cent by 2030 under its Energy Conservation and Demand Management Plan. In 2018, gasoline and diesel consumption represented 15 per cent of the City’s corporate energy consumption and almost 30 per cent of the City’s corporate greenhouse gas emissions. With a target for future vehicle replacements to be fully electric, whenever operationally possible, the switch to electric vehicles will deliver heavily on reducing greenhouse gas emissions. The purchase of three more fully-electric vehicles is planned for December, for use by the City’s Fire Prevention Office. The reduction in emissions isn’t the only environmental win for us either, said Municipal Works Director Darrell Smith, adding, there is a whole range of waste chemicals avoided through their use, these vehicles don’t need engine coolant, oil, transmission fluid, differential oils and more, all of which need to be replaced and disposed of routinely with combustion-driven vehicle use. Beyond the environmental benefits the vehicles also deliver a win for taxpayers when it comes to the City’s operational costs. The average fuel savings for just one of the vehicles per year is $1,927, translating to a total of $19,270 across a 10-year replacement plan for the vehicle. Maintenance cost are also considerably lower. Other than tire replacement, the new vehicles don’t have the maintenance costs associated with the transmissions, differentials, drivelines and steering components of traditional vehicles. Really it’s a win-win, these vehicles meet our operational needs, they are helping us build a greener future, and from a cost perspective they are cheaper to maintain and run, said Smith.

Detectives Seek Witnesses to Niagara Falls Collision On Sunday, November 15, 2020, at approximately 1:35am, 2 District Niagara Falls and Niagara Parks Police uniform officers responded to a report of a serious one car collision. Officers arrived on scene in the area of the Niagara River Parkway near Fraser. This area is between the Horse Shoe Falls and Dufferin Island.... Officer's initial investigation determined a lone north bound grey Ford Focus had left the road way, struck at least two trees before landing on its driver's side. The two occupants were removed from the Ford with the assistance of the Niagara Falls Fire Service. The persons in the car were both injured and were treated at the scene by Niagara Emergency Medical Services paramedics. They were transported to a local hospital with life threatening injuries. They were both subsequently transported to out of region hospitals by air ambulance. The 23 year old male driver from St. Catharines remains in stable condition at an out of region hospital. The 21 year old female passenger from Thorold was treated for her injuries and has been discharged from the hospital. Damage to the Ford is estimated at $15,000. Detectives from the Niagara Regional Police Collision Reconstruction Unit and the Forensic Services Unit are investigating the incident. No charges have been laid in this incident. Niagara Regional Police Service News 2020-10-28 9:56:38 AM Niagara Falls Collision Leads to Impaired Arrest On October 27, 2020, at approximately 8:05pm, 2 District Niagara Falls uniform officers along with the Niagara Falls Fire Service and Niagara Emergency Medical Services responded to a report of a two vehicle collision in Niagara Falls. ... Emergency services attended to the area of Kalar Road between Beaverdams Road and Paddock Trail Drive. Officers conducted their initial investigation and determined an ebike had been involved in a collision with a green 2003 Dodge Caravan. The driver of the ebike a 56 year old man from Niagara Falls was treated at the scene by paramedics for his injuries and transported to a local hospital. The man was subsequently transported by Ornge air ambulance to an out of region hospital with what was believed to be life threatening injuries. The driver of the Caravan was arrested at the scene. Carl Henry Dunn (56 years old) of Niagara Falls has been arrested and charged with the offences of: Impaired Operation Conveyance/Bodily Harm contrary to sec. 320.14(2) of the Criminal Code. Impaired Operation Conveyance/Exceed BAC contrary to sec. 320.14(1)(b) of the Criminal Code. Dunn was transported to the Niagara Regional Police Service Prisoner Management Unit in Niagara Falls where he was later released on a Form 10 Undertaking with a future court date. The victim's condition has been upgraded. He remains in the hospital with serious injuries that are believed to no longer be life threatening. Dunn has been issued an Administrative Driver's Licence Suspension (ADLS). The ADLS, is issued to everyone charged with similar driving offences. The ADLS prohibits Dunn from operating a motor vehicle for 90 days from date it was issued. The investigation remains ongoing by uniform officers from 2 District. Anyone who may have witnessed this incident and has information is asked to contact 905-688-4111, extension 2200.

The investigation into the child exploitation material led to a St. Catharines residence. In September of 2020, members assigned to the Niagara Regional Police Services I.C.E. Unit and Technological Crime Unit, concluded their investigation, which resulted in the identification of a suspect. As a result of the investigation, on September 16th, 2020, the suspect was arrested Joshua CRONKWRIGHT (21 years old) of St. Catharines, Ontario was arrested and charged with the alleged following offences of: Possession of Child Pornography Sec. 163.1(4)CC x 2 Accessing Child Pornography Sec. 163.1 (4.1)CC Making Child Pornography Available Sec. 163.1(3)CC CRONKWRIGHT has been held in custody pending a bail hearing which will take place on Wednesday, September 16th, 2020 at the Robert S.K. Welch Courthouse, located at 59 Church Street, St. Catharines, Ontario. Members of the public are also encouraged to report crimes anonymously through Crimestoppers at 1-800-222-TIPS. Detectives from the Niagara Regional Police Service Collision Reconstruction Unit continue to investigate the circumstances around the collision. The deceased is a 39 year old man from Welland. His identity is not being released out of respect for the next of kin. At the time of the collision the deceased was alone in the car. On October 26, 2020, Stephen Bangsund Salter (30 years old) of Welland was arrested and charged with the criminal offence of: Dangerous Operation Causing Death contrary to section 320.13(3) of the Criminal Code Bangsund Salter was held in custody and attended a video bail hearing at the Robert S. K. Welch Courthouse in St. Catharines on October 27, 2020. Businesses or residences east or west of the collision location on Webber Road are asked to review their October 26, 2020 security camera footage between 6:50AM and 7:10 for anything of a suspicious nature. In addition to being charged, these individuals are also bound by a Ministry of Transportation 90-day Administrative Driver's Licence Suspension and are prohibited from operating a motor vehicle on a roadway. The public is encouraged to contact the Niagara Regional Police Service Traffic Safety Hotline or Crime Stoppers to report those who are driving in contravention of the suspension. Niagara Regional Police Service News 2020-09-15 6:46:02 AM Male Arrested in Relation to Weapons Call in Welland On August 25th, 2020, at approximately 7:05pm, 3 District (Welland) uniform officers from the Niagara Regional Police Service (NRPS), responded to a weapons call in the area of Colbeck Drive and Stormm Court, in the City of Welland.... Initial investigation revealed that at approximately 6:55pm a group of five youths, between the ages of 14-15 years old, were walking northbound on Colbeck Drive. A northbound minivan drove past the group. As the van drove by one of the three people in the van opened fire on the group of youths with a replica firearm (also known as an Airsoft). One of the youths was struck with a BB but was not injured. The rear window of a nearby unrelated parked car was shattered. On September, 14th, 2020, the suspect was arrested. Justin MAURICE (19 years old) of Welland, Ontario, was arrested and charged with the alleged following offence of: Accessory After the Fact to an Indictable Offence MAURICE has been held for a bail hearing which will take place on September 15th, 2020 at the Robert S.K. Welch Courthouse, located at 59 Church Street in the City of St. Catharines. This matter remains under investigation.
