The 2021 Capital Budget ensures that next year will see the beginning of a transformation of a large stretch of Lakeshore Drive. With the underground infrastruc...ture and roadway failing, the area will see a significant overhaul. The project will go further than a simple replacement of water and sewer pipes: A retaining wall will allow the development of a new and exciting linear parkway from the Cold Lake Marina to 2 Avenue. Working with the same design firm involved in the Kinosoo Beach Master Plan, exciting options for the project are being developed. The multi-year project’s total cost is estimated at roughly $15 million. It will span several construction seasons. See the attached photos for a look at the inspiration the designers are drawing on for the project, and some of the early plans.

Today, Alberta is moving ahead with stronger public health measures. Like nearly everywhere else in the western world, we are experiencing a surge in hospitaliz...ations and ICU admissions. The simple reality is, if we don't stop this surge, our system will be overwhelmed. These are not decisions taken lightly especially at this time of year. Not only will these restrictions mean financial hardship for many Albertans , they will keep us apart during the Christmas holidays a cherished time usually set aside for getting together with family and loved ones. But we must take stronger action to prevent this surge, protect our health care system, and save lives. Effective immediately, all indoor and outdoor social gatherings of any size are prohibited. This will be enforced with strong fines, starting at $1,000. Social gatherings are one of the top sources of spread. We simply must crack down. Also effectively immediately, masking will be mandatory in all indoor public spaces and workplaces across the province. Renters and farm operations will be exempt. Effective Dec. 13, in-person attendance at churches, mosques, synagogues, and other places of worship will be limited to 15% capacity. We strongly encourage faith leaders to have online and drive-in services, where possible. Effective Dec. 13, retail services will be reduced to 15% capacity. This includes retail stores, grocery stores, and shopping malls. As of Dec. 13, in-person dining at restaurants, bars, and pubs will be closed. Curbside pickup, delivery, and take-out is permitted. Other establishments will be closed - casinos, bingo halls, libraries, museums, galleries, theatres, pools, gyms, skating rinks, hair salons. We know many small businesses will be severely affected by these measures. That's why we're tripling our small business grant program to $15,000 for those affected by COVID-19 health measures and reducing the income loss threshold from 40% to 30%. Alberta's government will be there for our small businesses to help get them through this pandemic. Effective Dec. 13, all employees who can work from home will be required to do so. Employees whose physical presence is required for operational effectiveness of a business are not affected by this requirement. There is no change for Alberta schools - K-6 students remain in class until the Christmas break, and Grades 7-12 will continue with online learning from home. In-person classes will resume on January 11, 2021. I did not get into politics and public service to make these kinds of decisions. But they are absolutely needed to protect lives directly from COVID-19, and for thousands more, the healthcare services they need to survive. I thank all Albertans for what they've done, and will continue to do, to help us stop the spread, and protect lives. NEWS RELEASE October 22, 2020 For immediate release City considers business license fee rebate amid pandemic... Cold Lake, AB The City is proposing a rebate of business licensing fees paid by commercial and home-based businesses which operate within the city of Cold Lake. The proposed rebate is in alignment with the Government of Alberta’s Red Tape Reduction Strategy to promote positive business growth and streamline approvals amid challenges brought on by the COVID-19 pandemic. We know many of our local businesses have suffered over the past eight months with the restrictions that are in place due to COVID, particularly those in the hospitality and tourism sectors, said Kevin Nagoya, Chief Administrative Officer. What we are proposing to City Council is taking the licensing fees paid for 2020 and giving them back to businesses, as a way of easing some of the financial pressure. The proposed rebate would automatically be applied as a credit for business license fees owing for 2021. Businesses operating from outside Cold Lake city limits and those applying for a new license in 2021 would still be required to pay the applicable fee. Commercial businesses pay a $75 annual license fee, while home-based businesses pay $150 annually. The proposed rebate of 2020 license fees to offset 2021 fees would result in approximately $54,000 in lost revenue for the City. It doesn’t represent a large financial loss for the City in the grand scheme, and at the same time we know it’s not a major cost savings for most businesses, said Nagoya. But every little bit helps and we’ll do whatever we can to help our business community recover from this pandemic and bounce back even stronger. There were 360 commercial and 179 home-based business licenses issued in the city of Cold Lake in 2019. City Council will consider the proposed rebate at an upcoming Council meeting. - 30 -

NEWS RELEASE September 25, 2020 For immediate release City to consider allowing alcohol consumption in parks... Cold Lake, AB The City of Cold Lake will consider allowing the consumption of alcohol in picnic areas of City-owned and operated parks, following an amendment to the provincial Gaming, Liquor and Cannabis Act in June. The Act, which previously stated that municipalities could designate areas of public parks for the consumption of alcohol with food, has been amended to remove the requirement that liquor only be permitted when consumed with food. The general rule is that liquor cannot and should not be consumed in most public places, said Mayor Craig Copeland. We’re not considering allowing parties in the parks or large public gatherings with liquor or anything of the sort. But for example, if responsible people wanted to enjoy a beer or a glass of wine in a designated area of a public park while having a picnic or watching the sun set, this amendment allows us to consider allowing that in City parks. The Act requires municipalities designate specific area(s) of the park and time(s) of day in which alcohol can be consumed. Signage would be required, explicitly stating when and where liquor consumption is permitted. All other laws regarding public intoxication, littering, cannabis use, etc. would continue to be enforced to ensure all residents and visitors are able to enjoy our parks. City Council will discuss the changes to the Act and possible implementation of designated liquor consumption zones at an upcoming meeting. - 30 -
