NOTICE OF MOTION DATE: October 6, 2020 MOVED BY COUNCILLOR VANTILBORG ___________________ MOTION RE: UNSAFE DISPOSAL OF NEEDLES WITHIN THE CITY OF BRANTFORD... WHEREAS the Government of Ontario introduced Needle Exchange Programs or Harm Reduction Supply Programs in the late 1980s; and WHEREAS the Brant County Health Unit, in partnership with other local service providers, participates in the Needle Exchange Program, supplying sterile injection equipment (needles) within the City of Brantford; and WHEREAS the Brant County Health Unit is governed by an independent Board of Health and is not operated by The Corporation of the City of Brantford; and WHEREAS the unsafe disposal of needles/syringes within municipalities throughout Ontario, including the City of Brantford, is a significant health and safety concern; and WHEREAS one unsafe discarded needle is too many WHEREAS the distribution of needles by the Brant County Health Unit and partner agencies contributes to and compounds the problem of the unsafe disposal of needles on both public and private property within the City of Brantford, including parks, school yards, trails, and other locations where children may be exposed to this type of biohazardous waste; and WHEREAS The Corporation of the City of Brantford installed two large-scale needle disposal containers at strategic locations within the City, which have not lessened the issue of unsafe needle disposal throughout the City; NOW THEREFORE, the Municipal Council of The Corporation of the City of Brantford hereby resolves as follows: 1. THAT the Brant County Health Unit and its partner agencies to BE REQUESTED to suspend the Needle Exchange Program or Harm Reduction Supply Program, as the case may be, until such time as the Brant County Health Unit provides The Corporation of the City of Brantford with a plan, satisfactory to the municipality, to eliminate the harm of the unsafe disposal of needles and syringes within the City of Brantford; and 2. THAT the unsafe disposal of biohazardous waste, such as needles and syringes, BE DECLARED to be a nuisance and that staff BE DIRECTED to bring forward a by-law to amend Chapter 556 of the City of Brantford Municipal Code (Public Nuisance By-law) to make the unsafe disposal of biohazardous waste, such as needles and syringes, an offence pursuant to Chapter 556; and 3. THAT the Clerk BE DIRECTED to forward a copy of this resolution to the Brant County Health Unit, the Board of Health for the Brant County Health Unit, and the Member of Provincial Parliament for Brantford/Brant Mr. Will Bouma.

For Immediate Release July 9, 2020 Brantford City Council to consider mandatory face coverings by-law... BRANTFORD, ON As a member of the Emergency Operations Centre (EOC) Advisory Committee, the City of Brantford EOC joins our neighbouring municipalities in supporting the enactment of a proposed by-law requiring face coverings in indoor public spaces and on public transit for the protection of the health, safety and well-being of our residents and to specifically address the spread of the Novel Coronavirus, COVID-19. Brantford City Council will consider a Report outlining information related to the use of face coverings as a preventative measure against the spread of COVID-19. The Report features the draft by-law that will require the wearing of face coverings in prescribed, enclosed public places, with some exceptions. The Report will be posted on the Council and Committees Calendar of the City’s website at www.brantford.ca on Friday July 10, 2020. Councillors will consider the proposed by-law, now available for the public to view in advance at a Special City Council meeting to be held virtually on Tuesday July 14, 2020 at 6 p.m. Despite the successes that Canadians have had in containing the virus, COVID-19 remains a serious threat, said Brian Hutchings City of Brantford EOC Commander. As we move towards Stage 3 and the reopening of social spaces and permitting larger gatherings, it becomes more challenging to control the spread. Continuing to practice public health measures, such as wearing masks and face coverings in indoor public spaces and public transit, provides further protection of the health, safety and well-being of residents. That’s why the EOC is recommending that City Council consider the proposed by-law to make wearing face coverings in indoor public spaces mandatory, with some exceptions. Brantford’s EOC emphasizes that as our community progresses through the re-opening stages, residents must continue to practice public health measures in order to avoid a resurgence of cases that has been seen in other jurisdictions in Ontario, Canada and around the world. The Chief Medical Officer of Health for Ontario, Chief Public Health Officer for Canada and the World Health Organization have all made strong recommendations regarding the wearing of masks or face coverings, in addition to other important preventative measures such as physical distancing and regular sanitation practices.
