The 2021 Capital Budget ensures that next year will see the beginning of a transformation of a large stretch of Lakeshore Drive. With the underground infrastructure and roadway failing, the area will see a significant overhaul. The project will go further than a simple replacement of water and sewer pipes: A retaining wall will allow the development of a new and exciting linear parkway from the Cold Lake Marina to 2 Avenue. Working with the same design firm involved in the Kinosoo Beach Master Plan, exciting options for the project are being developed. The multi-year project’s total cost is estimated at roughly $15 million. It will span several construction seasons. See the attached photos for a look at the inspiration the designers are drawing on for the project, and some of the early plans.

We are responding to the rising COVID-19 spread by implementing stronger public health measures for all communities on the enhanced list, including Cold Lake. T...hese targeted measures apply to all communities on the enhanced list: -Restaurants, bars, lounges and pubs must stop liquor sales by 10pm and close by 11pm (Nov.13-27) -15-person limit on social and family gatherings - indoors and outdoors - where people are mixing and mingling. -50-person limit on indoor and outdoor wedding ceremonies and funeral services. -No social gatherings inside your home or outside of your community. Instead, socialize outdoors or in structured settings, like restaurants or other business that are subject to legal limits and take steps to prevent transmission. -Limit of 3 cohorts: your core household, your school, and one other sport or social cohort. Young children who attend child care can be part of 4 cohorts. -Wear a mask in all indoor work settings, except when alone in a workspace or an appropriate barrier is in place. -Employers in office settings should implement measures to reduce the number of employees in the workplace at one time. -Faith-based gatherings limited to 1/3 capacity at one time. We are asking all Albertans to do their part. If these measures are not successful, it will be necessary to implement more restrictive measures. For more information, visit: https://www.alberta.ca/enhanced-public-health-measures.aspx

NEWS RELEASE October 28, 2020 For immediate release Proposed mandatory mask bylaw defeated in Council... Cold Lake, AB Cold Lake City Council voted against first reading of a proposed mandatory mask bylaw at its regular meeting on October 27. The proposed bylaw was developed by considering mandatory mask bylaws passed by several other municipalities navigating the COVID-19 pandemic across Alberta. Among the proposals included for discussion: 1. Mandatory mask use in any public vehicle or place accessible by members of the public. Council could consider whether this included all public places or only public facilities such as the Energy Centre, City Hall, Transit buses, etc. 2. Excluding children 10 years of age and younger from mandatory mask use. Council could discuss changing the exclusion age (ex: minors under 18, children under 5), and including people with disabilities, people engaged in physical exercise, eating, or separated by a physical barrier. 3. Bylaw would be triggered if the city of Cold Lake was put under watch status by the Government of Alberta. A region is put under watch status when there are at least 10 active cases and more than 50 active cases per 100,000 residents. Council could discuss making the trigger a specific number of active cases in the community, or when the Government of Alberta raises the city’s status from watch to enhanced. 4. Mandatory mask use would be cancelled once the watch status is removed by the Government of Alberta for at least 30 consecutive days. Council could consider a different period of time including 14 days (equal to the required isolation period). 5. Fines starting at $100 for people who fail to adhere to the bylaw. Since the pandemic began, we have been closely following the advice and guidance of Alberta’s Chief Medical Officer of Health, said Mayor Craig Copeland. After much discussion, it is Council’s opinion that if mask use is to be made mandatory in public places, that decision should be made by Doctor Hinshaw and Alberta Health. We will not be mandating mask use at a municipal level in Cold Lake. Up-to-date information on active and recovered COVID-19 cases in Alberta by region is available at www.alberta.ca/COVID. - 30 -
