WEATHER UPDATE - FRIDAY, JANUARY 1, 2020 - Good evening and Happy New Year. We are kicking off the first days of 2021 on a messy note as a developing low pressu...re system will pass near Cape Cod on Saturday and strengthen as it passes near our region, bringing a messy mix of heavy snow, rain and strong winds on Saturday. TIMELINE: Precipitation is expected to begin in southwestern Nova Scotia early on Saturday morning and is expected to spread eastward into the Annapolis Valley and remainder of the South Shore by mid-morning, into Halifax and the north/eastern shores near and after noon, and into Cape Breton by late afternoon/evening. This will begin as snow for most but it's expected that right along the coast in Yarmouth and Shelburne counties (Clark's Habour, Lockeport, for example) we will either see a very brief period of wet snow or just rain. Along the South Shore from Digby County to Lunenburg County a transition from snow to rain is forecast in the afternoon. We could be some light snow return into Saturday night as winds turn to the north. There is also the likelihood that snow will mix or transition to ice pellets or possibly rain for parts of Annapolis County and along the Atlantic Coast from HRM to Guysborough County. This will likely be a very fine line where for example, in HRM it's snow to rain in Prospect, snow/ice pellets and possibly mixing/changeover to rain in Halifax city, and mainly snow near the airport. Amounts along the Mainland Atlantic Coast are expected to be highly variable as a result. This system will taper off late Saturday evening/overnight and will clear Cape Breton by early Sunday. SNOWFALL/RAINFALL: A large area of 20-30 cm is expected through most of the Annapolis Valley, North Shore, most of Cape Breton and inland areas of Guysborough County and HRM. Models are indicating that pockets of 30-40 cm are possible for the North Shore and eastern Cape Breton. The rain-snow line will be close in the Halifax area so we will likely see the highest amounts inland (15-25 cm) but some areas right along the coast may only end up with 5 cm before a change to rain. I have included a black dashed line to show the tight gradient between the snowfall ranges to help illustrate how any shift would and could change amounts significantly if we see more snow/ice versus rain. Amounts taper off to the range of 3-8 cm along the South Shore except little-to-no accumulation directly along parts of the coast. Rainfall amounts of 10-20 mm are forecast from Digby County to Lunenburg County and possibly along parts of the coast through HRM and the Eastern Shore. My snowfall/rainfall forecast is based on a blend of the ECMWF European model and the Canadian models which have similar outlooks on this system. They both currently agree that the best chance for amounts exceeding 30 cm will be along the North Shore and into eastern Cape Breton. The GFS model is the outlier with this system which as of this afternoon and is predicting a track further north, meaning more rain/lower snowfall. This thought isn't inline with other models but it's something that can't completely be discounted as a slight shift in the track will change the forecast. WIND: Winds will pick up in southwestern Nova Scotia later Saturday morning and build eastward into the afternoon and evening. East to northeast wind gusts of 60-80 km/h are forecast - strongest Saturday night. It's possible exposed parts of the Atlantic Coast could see gusts to 90 km/h. Northerly winds will gradually ease on Sunday. Obviously the track of this system is key for the actual forecast and any slight track shifts will impact the forecast, especially for areas further south. I will continue to track this system and provide further updates if necessary. And of course I will be provide real-time updates on this system throughout the day on Saturday. Have a good evening.

COVID-19/HEALTH/WELLNESS--Six New Cases of COVID-19 As of today, Nov. 14, Nova Scotia has 21 active cases of COVID-19. Six new cases were identified Friday, Nov. 13. The new cases are in the Central Zone. All cases are all contacts of previously reported cases. One of the cases is related to the Bitter End in Halifax. The cases at the Bitter End appear to be linked to the Clayton Park cluster. The other cases are part of an emerging cluster that is being investigated by publi...c health. "I am concerned that people are not taking the virus seriously and putting others in jeopardy," said Premier Stephen McNeil. "It is imperative that everyone follow public health protocols - wear a mask, limit social contacts, practice social distancing, stay home when feeling unwell and wash your hands." Nova Scotia Health Authority's labs completed 1,062 Nova Scotia tests on Nov. 13. "We are starting to see more cases of COVID-19 in our province" said Dr. Robert Strang, Nova Scotia's chief medical officer of health. "I can't stress this enough, if you are feeling unwell, stay home, even you are experiencing mild symptoms, and do the online COVID assessment. It is also time for everyone to reduce social activities and limit our number of close social contacts. We all have a responsibility to limit the spread of COVID-19."

No Charges against New Glasgow Regional Police officer involved shooting The province's independent Serious Incident Response Team (SiRT) released a report today regarding the investigation into the shooting and arrest of a Pictou County area man. Shortly before 9 pm on August 3, 2020, a 911 call was received about property damage to a home committed by a person known to the caller. The caller indicated the person, the Affected Party (AP) who had already left the premises, wa...s intoxicated, suffered from mental illness, and was violent. While conducting patrols, an officer located the AP in a residential area and attempted to verbally engaged him from the police vehicle. The AP refused to comply with the officer’s commands and continued to walk away. Moments later a second officer pulled into the residential street, exited the police vehicle, and told the AP to stop. The AP did not stop as instructed but continued to approach the officer pulling a knife from his jacket. The officer deployed his Conducted Energy Weapon (CEW), which had no effect on the AP. The AP continued to approach the officer with the uplifted knife. Fearing for his personal safety, the officer discharged three rounds from his service weapon striking the AP with all three shots. The AP was transported to hospital where he received medical attention. The investigation found it was reasonable for the officer to conclude his life was in danger and the use of his firearm to shoot the suspect was justified in the circumstances. Therefore, no charges are warranted against the officer. A complete copy of the report is available at http://sirt.novascotia.ca.

New Glasgow Regional Police to increase traffic enforcement during Operation Impact 2020, New Glasgow, Nova Scotia. News Release. October 09, 2020 0700hrs... New Glasgow, Nova Scotia October 09, 2020 Today (Friday) marks the beginning of Operation Impact 2020, a national public awareness campaign aimed at making Canada's roads the safest in the world. By promoting safe driving behaviours, we hope to help prevent collisions, save lives and reduce injuries on our roads. The focus will be on behaviours that put drivers, passengers and other road users at risk: impaired driving due to alcohol, drugs or fatigue, as well as aggressive driving-speeds, distracted driving and lack of seat belt use. Your actions have impact. This is the theme for this year’s campaign. It emphasizes the role each of us has to play to support traffic safety on the streets and highways in our community. Don’t let the impact of your choices be a collision on our roads. Motor vehicle collisions kill about 2,000 Canadians, seriously injure another 10,000 people and injure about 165,000 citizens in this country each year. "We are driven to keep our community safe. Now, it’s up to drivers to make the right choices and to put their priorities in the right places. Operation Impact mission is to ensure that drivers make it to their travel destination safely. It could be one more thing families and friends can be thankful for this Thanksgiving weekend," said Corporal Nick Hirtle of the New Glasgow Regional Police."

The "72 Hours...Is Your Family Prepared?" campaign The "72 Hours...Is Your Family Prepared?" campaign encourages Canadians to be prepared to cope on their own for at least the first 72 hours of an emergency, enabling first responders to focus on those in urgent need. Launched in 2006 by Public Safety Canada in collaboration with the Canadian Red Cross, St. John Ambulance, and The Salvation Army, the 72 Hours campaign asks Canadians to do three things:... Know the risks in their community; Make an emergency plan; and, Get an emergency kit. Public Safety Canada has been working closely with the provinces and territories, non-government organizations (NGOs), and other key partners, in this comprehensive social marketing program on emergency preparedness. The campaign includes a range of publications and promotional materials, a dedicated website GetPrepared.ca, social media, advertising, collaborative arrangements, exhibits and special events such as Emergency Preparedness Week, held the first week each May. The campaign has proven successful, with each year showing an increase in the percentage of Canadians taking action to prepare. Since the campaign was launched, approximately three million unique visitors have accessed the campaign website (GetPrepared.ca) and over two million emergency preparedness publications have been distributed by Public Safety Canada and partners. https://www.getprepared.gc.ca/index-eng.aspx
